Human Rights Watch's annual report has revealed that Nigeria's state of emergency has "failed to curb atrocities and to sufficiently protect civilians".
The report which was published on Tuesday is a review of human rights practices around the globe.
According to the report, more than 400 people died since the state of emergency was declared by President Goodluck Jonathan in May 2013 in an attempt to combat Islamist group Boko Haram.
The report also revealed that "security forces throughout the country engaged in human rights abuses" and that "there were few investigations or prosecutions of these crimes".
